Official rules for Sand Soccer 2002 - 2005

Preface  

  The Brazilian Confederation of Sand Soccer feels proud to present this book with the official rules for sand soccer, containing the current version of the rules to the sport, it will be valid in 2002/2005.

            The rules for sand soccer combine the principles of the traditional soccer with pioneering concepts of the television and sportive marketing making the game faster and more beautiful, with exciting movements that attract the spectator.

            The fast format of two halves of twenty minutes each, unlimited number of substitutions, free kicks without wall and lateral kicks using feet make this sport a dynamic product to the television coverage.

            The publication of this rules helps to popularize the concepts of sand soccer through the public, players, couches, managers and referees.

            The great attraction to this modality of the sport is the Fair Play Spirit. The supervisors of the confederation introduced strict punishments to avoid violent fouls, as well as to control the behavior of the fans.

1. Objectives of the game

The friendship, healthy competition and fair play spirit must be present in all matches.

2. Game area

The game area includes the field and the free zone (presented in the diagram at the end).

2.1  Field dimensions – The field must be rectangular, it must be at least 30 meters wide and 42 meters

long and no more than 32 meters wide and 45 meters long circled by a 2 meters wide free zone. The field is limited by 4 (four) lines – 10 cm wide colored ribbons, 2 (two) on the sides and 1 (one) in each back area.

2.2  Penalty area – Four yellow flags will be placed on the free zone, 9 meters far from each corner to delimit the penalty area. It will be delimited by two imaginary lines parallel to the back, joining the flags two by two. The position of the penalty kick is in the center of those imaginary lines.

2.3  Corner and midfield – There are red flags in each corner and in the free zone near the midfield. The imaginary lines that join the central flags divide the field in the middle.

2.4  The goals are put in the center of each back area. They are composed by two vertical posts with a distance of  5,50 m from each other and connected by an horizontal bar with a distance of 2,20m from the ground.

2.5  The flagpole of the flags is 1,50 m high, one meter over the sand. Its end can’t be acuminate.

3. Teams’ formation

The game is disputed by two teams with six players each, including the goal keeper. It is allowed six reserves for each team, one of them obligatory must be a goal keeper.

3.1  – There is no limit for substitutions and the athlete that goes out, can return to the game. It is not necessary to tell the referee about the substitutions. The game is not interrupted.

3.2  - There is no limit for substitutions. The substitute must enter the field only in the substitution zone and after the other player had already gone and given him the plate and the numeration.

Note: If the team wants to substitute the goal keeper, it should be advised to the control desk. The timekeeper will advise the referees about the necessity of this substitution. The referee will wait until the ball gets out of the field, he will ask the timekeeper to stop the timepiece and wait for the goal keeper’s substitution to restart the game.

If a player enters the game before the other gets out he will be punished receiving a yellow card. If he repeats the same breach he will receive a blue card and he is not going to be allowed to continue being a reserve in the game.

3.3  - The game will only start after the two teams present at least four players, with the goal keeper, properly identified.

3.4  - The tolerance to delays can happen only at the first game of a round, this criteria of use is exclusive to the regulation of each competition.

3.5  - The number of players in a team can be completed any time during the game.

3.6  - The player who substitutes the goal keeper must wear the appropriate uniform for the position, but the number in the shirt will continue the same registered at the beginning of the game.

4. Ball, ball during the game and goal

4.1 – It will be spherical, made of leather or other appropriate material. Its circumference can not be superior to 70 cm neither inferior to 68cm. Its weight could not be superior to 450g neither inferior to 410g. Its pressure has to be equivalent to 0,6-1,1 - atmospheres (600-1100g/cm2) in the sea level. Only the referee can analyze the conditions and approve the ball(s) in game.

4.2 – The ball will be out of game when it totally cross the delimited line through air or ground.

4.3 – A player is considered out of the field when he touches the ground out of the delimited lines.

4.4 – A goal will only be accepted if the ball crosses completely the goal line through air or ground between the posts and under the crossbar.

4.5 – The goal keeper cannot score a goal to his team directly with his hands if the ball doesn’t touch  any player, except the other goal keeper.

4.6 – If the goal keeper exceed five seconds with the ball, the team will be punished with a lateral kick from the opponent next to the flag of 9m.

5. Referee team

5.1 - The referee team is composed by one first main referee, one second auxiliary referee, one third referee, one  timekeeper/annotator.

5.2 – The referees direct the game from the beginning until the end staying in the field. They divide the field in two areas delimited by an imaginary line. The third referee can stay inside or outside the field and can act only eventually.

5.3 – During the game, the referees decisions are definitely. They determine, before or during the game, if the game area and circumstances obey to the necessary conditions.

5.4 – When the two referees have different opinions about an infraction , they can ask the opinion of the third referee to correct the rule or define the movement.

5.5 – The timekeeper is the responsible to control the timepiece that indicates the time of the game, he should activate it at the beginning of the game. He must indicate the end of each half of 20 minutes with a whistle or a horn. If a player hurts himself and the referee whistles, he must interrupt the timepiece and restart when the referee whistles again.   

5.6 – The annotator must observe if the substitute has the substitution plaque in his hand and up his head and advise the referee about irregular substitutions.

5.7 – The timekeeper ends each half. The referees must listen the whistle or the horn and whistle to make official the end of the half.

Note – If the ball has already been kicked, the referee must wait the conclusion of the movement to whistle to end the half or the game. If a free kick or a penalty were necessary they must happen before the game or the half has been officially finished.

6. Players’ equipment

It is forbidden the use of shoes or anything similar. If the referees authorize, the players can wear socks and/or elastic anklets.

6.1 – The players’ uniforms are composed by a shirt and shorts. The players of the same team, except the goal keeper, must wear the uniform with the same color and standard, and the numbers of identification must be visible and in the shirt.

6.2 – If both teams present uniforms of the same or similar colors, the one on the left on the table of the games must change its uniform to facilitate the referees job.

Note – The numeration of the uniforms must be from 01 to 12.

7. Beginning, duration and how to win a game

At the beginning of the game, the choice between field’s side or beginning the game with the ball will be done by raffle by the first referee in the presence of the two teams captains. The team that win the raffle has the option to choose the field’s side or the first kick, the other will stay with the option not used by the first. The first kick is going to happen in the middle of the field after the referee’s authorization. A goal can only happen after the first kick  after the ball has been moved by the initial player to another one. The players of the opponent team must be at least five meters far from the ball. After a goal, the game restarts at the same point after the referee’s authorization. The first kick will be in direction to the opponent’s field.

7.1 – The game has two halves of twenty minutes each. The teams have five minutes to change the field in the break, alternating the first kick.

7.2 – The matches can end with the victory of one of the teams or both tied. In competitions where the extra time is necessary to define the winner, it will be an extra time of three minutes. The first to score a goal is the winner. If the game continues tied, there will be the execution of three penalties to each team. If it continues tied the teams will continue disputing penalties. The penalties can be kicked by any player from the team. If necessary a player can only kick the penalty again after all his other colleagues have kicked.

8. Direct and indirect free kick

8.1 – Indirect: The lateral and kick from the goal must be with two touches.

Direct: In direct kicks, all the athletes must stand out of the cone’s area between the ball line and the two posts, the player must use the feet or the ball to adapt the sand on the ground. The free kick must be executed in less than five seconds. If the player exceed this period the other team will have the right to do it.

8.2 – If the ball is kicked directly to its own goal , in the free kicks or at the restart of the game, the opponent team will be able to have a corner kick.

8.3 –  The player who kicks the free kick or the replacement of the ball in the game must not touch two times consecutive the ball. If he disobeys this rule the other team will be able to have an indirect free kick at the same place.

8.4 –  Fouls received in the infrator’s breastwork field will be punished with a free kick without wall, all the players must be out of the area until the player have kicked.

8.5 – Fouls received in the infractor’s  attack field will be punished with an indirect free kick or in the center of the field with a direct free kick with cone after the referee’s authorization.

8.6 –  After the free kick the ball must not be touched (except by the goal keeper of the opponent team).

9. Penalty

The penalty will happen when a team commit an infraction inside its penalty area. It will be kicked direct with a distance of 9 meters from the center of the goal.

9.1 – The player who kicks the penalty must do it in a continue movement.

9.2 – The goal keeper must stand on the goal line, between the posts, he can move from side to side before the ball has been kicked.

9.3 – If there is an infraction during the penalty kick, the following will happen:

a)      if the infraction was committed by the team that is kicking the penalty and the goal was scored, it will be repeated.

b)      if the infraction was committed by the opponent team and the goal was scored, it will be valid.

c)      if the infraction was committed by the opponent team and the goal was not scored, it will be repeated.

10. Goal keeper’s kick and replacement of the ball during the game

When one of the players of the attacker team kick the ball through the back line, the goal keeper can begin the game in its area with his hands, he has five seconds to do it. If the goal keeper delays the replacement of the ball in the game, its team will be punished with a lateral kick in the line of 9m. It cannot happen a goal directly from the goal keepers kick.

11. Corner kick

The corner kick will happen when a player kick the ball through the back line in its breastwork field. The corner kick will be kicked with the feet and it will happen inside the field, no more than 0,50cm far from the flag. A goal can happen directly form a corner kick.

Note: If the player doesn’t kick it in five seconds after the ball has been put in the place, it will be reverted to a goal keepers kick.

12. Lateral

The lateral can happen when a player kicks the ball through the lateral line that delimits the field.

12.1 – The game restart on the place where the ball got out of field. It can be done with hands or feet. If the player decide to do it with his feet, he is not allowed to touch the ball with his hands after he has put it on the ground.

12.2 – It cannot happen a goal after a lateral if the ball doesn’t hit another athlete. If it hits the goal keeper and gets in ,it will be goal keepers kick. It must be effected behind the side line and cannot be kicked to the goal keeper and he gets it with his hands. If the player exceeds five seconds, it will be his opponents turn.

12.3 – The opponent players must be at least five meters far from the place.

13. Any athlete can kick the foul, if he is in the field at the moment of the infraction.

14. Infractions suggested to cards

a)      Hit, try to hit or spit any opponent, offend with words any person participating in the game, organizers of the event or public. If the player infracts those items he can suffer expulsion from the game and additional caveats and/or expulsion from the competition.

b)      It will not be allowed the movement called “carrinho”, where the player projects his feet in direction to the ball or to the opponent.

14.1 – The referee will give a yellow, blue or red card to the player when he:

a)      Infringes the rules of the game.

b)      Commit a serious foul.

c)      Be aggressive through acts or words, disagreeing to the referees decisions and present a bad behavior.

d)      Acts in a bad way, trying to induce the referee to commit a mistake.

15. Cards

Yellow – adverts  
Blue – the athlete can be replaced
Red – the athlete is eliminated from the competition and he cannot be replaced. He will be judged after by the council.

16. Physical violence against referees, timekeepers, managers, athletes or organizers during or even after the end of the match will be punished with the automatic expulsion from the tournament if the council decide so.

17. The player or member of the technical commission that has been punished with expulsion cannot stand on the game area or neither near it, he will not be allowed to instruct athletes.

Note: “Soccer is a collective and solidarity sport.” The team is responsible to the athlete and fans. Any act of bad behavior that doesn’t obey the priorities of respect, loyalty and integration that are constant part of sand soccer can be analyzed by the council.

18 –If a team abandon the game for any reason and the score was three or more goals against it, this score will be considered the final one. In any other case, the team who stays in the field will be the winner by the score 3 x 0, independent by other actions that may be decided by the council.

19 – Goal keepers action

a)      The goal keeper should throw the ball with his hands in any part of the field;

b)        The ball being withdrawn for the second time and the goleiro to catch it or to touch it with the hands, and have equipped will be penalizada with the collection of maximum penalty.

c)      The goal keeper can stay with the ball in the area no more than five seconds either with his hands or feet. After this time it is going to be lateral to the opponent team.

d)      The goal keeper can get out of the area playing, but he cannot return and get the ball with his hands. The infraction will be punished with penalty.

20. This book of rules is irrevocable. The cases not presented in this book will be judged by the CONAR (National Commission of Rules and Arbitrage).

Functions in official games:

Referee: there can be two or three in a game. They direct the game according to the rules, acting with honesty and candor.

Timekeepers/annotators:  They should control the time of the game. They should confer the numeration of the athletes, the reserves, substitutions and organize them.

Delegate: It is one of the most important positions. He should supervise the match, inside and outside the game. He should wear a uniform and have the same accessories of a referee. He can interfere the game, enter in the field, help the referee, interrupt or finish a match, advert and punish a player with expulsion.

Supervisor: He must coordinate the event. He is the responsible to solute doubts in relation to the rules of the competition. He defines the referees of each game, control the arena, security, staff coordination. He can act and answer in name of the confederation.

Board: It is the responsible to identify and fill in the sumula . It must verify the athletes and directors documentation, verify the ones who suffered expulsion and hand in the sumula in time to the annotator. It must confer the sumula of the game (if it is properly filled in and signed by the referees).
